The Retreat of the State

The decline of the West is not going to be announced by those in charge, not least because the state garners loyalty and obedience from its citizens by way of its ability to protect them and provide them with various rights and services, or at least having the appearance of being able to do so.

If the state cannot do this, or cannot maintain the facade, citizens will begin to question the benefit of remaining loyal and obedient to an already distrustedpolitical class. Many grumble about unjust laws, stifling political correctness, globalism and corrupt officials but they still largely obey the law and pay taxes. They are outwardly loyal despite being in a state of inner revolt. Martyrs like Kim Davis who risk imprisonment and injury are still few.

In order to maintain loyalty and some semblance of order and prevent this inner revolt manifesting itself physically, a democratic system must work to sustain its legitimacy in the wake of its own destructive policies. Sterile lifestyles, welfare, immigration, affirmative action, universal suffrage, the never-ending search for straight, white bogeymen and all the other ponderous bullshit of modernity are clogging up the gears of a slowly winding down civilisation.

Politicians can never admit that the system is irredeemably doomed. Their privileged positions, even their very lives, depend on convincing people that no matter how bad things seem now there is always a solution just around the corner. Politicians lean heavily on ideas like hope and change, precisely as a means to make people stop thinking about how awful everything is now and give democracy just one more chance to fix it. And like the girl with the deadbeat boyfriend, they keep going back to democracy and giving it one more chance, with the predictable and distressing result.

As long as people have faith in progress then they will never consider alternative solutions. Unfortunately, the only solutions to progressive problems invariably turn out to be just more progressivism. More programs, more wealth distribution, more diversity, division and conversations about race and gender and we move further away from the truth and a real solution. Society becomes more absurd, and the lies politicians must tell in order to justify these absurdities become more transparent.

All of which makes it strange to hear a voice from the Establishment that isn’t telling us to ignore the creaks and groans coming from the machine, and instead talks about its impending catastrophic self-destruction. The Chief Constable of Lancashire Police has come out and said in plain English that his county level police force ‘will not be able to deliver our core mission and purpose, which is to keep people safe from harm, particularly those that are most vulnerable.’

He’s speaking in reference to a series of cuts in police funding, some of which have already happened and some which have been proposed for the future. British police forces receive funding from two sources. The first is raised by local councils through business and property taxes. The second is from central government. The proposed cuts are coming from central government funding. Lancashire Police believe that if the proposed cuts are accepted their funding in 2020 will be half of what it was in 2012 and they will have to lose more than half their police officers.

More specifically, he states that they will have to lose ‘all of their neighbourhood policing teams’ and ‘would have to close every single public enquiry desk in the county, so there would be no public access to our remaining police stations in the future, other than by prior arrangement.’ In 2020 Lancashire you would never see the reassuring sight of a police officer patrolling your neighbourhood and you wouldn’t be able to go to a police station to see one. Nor would you see traffic police on the roads or the largely toothless Police Community Support Officers which were themselves brought in as a form of policing on the cheap.

It is a bleak picture but I believe that things will not get this bad, not as soon as 2020, and this is only one county, not a nationwide problem. Somehow, Lancashire Police, the local authority and the government will come to some arrangement. There is a hierarchy of needs and services that a state must provide in order to maintain legitimacy, and safety and public order is at the top for most people. The police will not be sacrificed before other public services.

But this is an early warning, a signpost pointing the way towards the Kali Yuga as the state begins its retreat. The world will become more dangerous. The state will not be able to protect you as it once did. Despite the best efforts of the police many poor, innocent people are going to suffer.

To keep things going as they are money must come from somewhere, but where? Recently conservative think tank Taxpayers’ Alliance has suggested that benefits to Britain’s pensioners are scrapped, immediately and forever. The Nation Health Service is already struggling with cuts. The Armed Forces have already been cut. The train of migrants streaming out of Africa and the Middle East isn’t slowing down and Europe is a cold place in winter.

The retreat of the state should be welcomed. For the Reactionary, with disaster comes opportunity. As the state struggles for air and fails to carry out its part of the vague and poorly defined social contract, something else can emerge. The failure of democracy and the transition to something better should be as seamless and as bloodless as possible.

In Oxford, house prices are outstripping wages to the extent that a local bus company is considering building a dormitory in order to attract drivers who would otherwise be unable to afford to live and work there. If private companies can do such a thing, why not other organisations? If these things can be done for material reasons, then why not for more virtuous reasons.

Where the state retreats, there is space for something else. For those people living in areas disaffected by an invisible police force, could somebody else step in to afford them peace and security? Not a privatised police force, run for profit, but a moral police force. In a future where money is scarce, or meaningless could those with resources and power provide food, shelter and care in exchange for fealty, instead of money? When our churches are used as drop-in centres for foreign refugees, could somebody else provide the spiritual direction that people will look for in hard times?

Where the state retreats, there is room to advance.

  1. What a shame that, as a society, you have allowed yourselves to be disarmed.
    Know this though, the state never could truly protect you.
    At best they investigate, then if possible prosecute.
    I don’t know about England, but in the States most crime is never solved, and that which is actually convicted the punishment (if it can be called that) is lenient.

    This plan of yours sound better and better the more I think of it… and I think of it often. Lancashire sounds like the place to start – as the police force fades away and young men in distinct uniforms start patrolling the neighborhoods and markets and business centers with bokken and bats slung over their backs (to beat criminals with). making their presence known where ever they go offering assistance free of charge out of loyalty to their community… and when the economy slips – the Legion steps in to teach people how to grow food in their gardens, how to prepare for winters without money. the legion steps in to regulate a fair trade and bartering system, to provide stability as political leadership collapses. To maintain order where there would otherwise be chaos… It is little things like this that provide the opportunities for something better.

  3. I too have envisaged this possibility, but you have to be very, very careful. It’s not simply as easy as replacing the missing coppers with bat-wielding watchmen.

    Take a look at the response the EDL has copped from the government of its own nation, and they aren’t even in the private security game. Make no mistake, there is every possibility that the government will not bow out peacefully while you build a shining example of how to get along without them.

    Either you need to operate entirely within the law (although the laws governing such things encompass vast grey spaces) or you need to understand that if you’re in for a penny then you might as well be in for a pound.

    Think back to fifty years ago. Some of the safest areas were also some of the poorest, with some of the highest levels of immigrant settlers a well.

  4. This is a great practical way to start changing things now to ensure a softer landing as the decay sets in.

    In the US the police still do a pretty good job of protecting people except for areas like Baltimore, where they have deliberately retreated with predictable results. But, we can still begin to become leaders in our neighborhoods to fill the needs that the government is not filling right now. The role will naturally increase as the state retreats.

  8. The state is necessarily retreating because its income is quickly drying up. The civil service mandarins will, of course prioritize paying wages and pensions to their own over providing the services to the public that was the very reason they were set up for in the first place. The general public will see their taxes rising, the services they expected to receive disappearing, an exponential rise in refugee criminality and nothing but lies and spin coming from the cathedral. This is a crisis of legitimacy that once could be held back by the media gatekeepers, but since the rise of the internet, they are finding it impossible to hold the line. They look increasingly impotent and ridiculous to even the most braindead of the public as they double down in their shrieking.

    We are facing a perfect storm. A supposedly recovering economy is based entirely on vast money expansion through Quantitative Easing, in all the major economies worldwide. The inevitable hyperinflation is just waiting for the next bust to be unleashed. The ability of the Mainstream Media to spin propaganda is being undermined by the growth of alternative sources of opinion due to the internet, you only need to read the comments section of any news item to see the journalist being ripped to shreds when he tries to maintain the establishment narrative. The spectacular blunder of Angela Merkel declaring to the world last spring that Germany will apply no limit to migrants and watching real-time as that blows up in her face. She thought that her countrymen would bend over as they have done for decades for fear of being called racist or fascist.

    In their hubris, the Cultural Marxists thought they had finally won the long march. In their hubris, they thought that one final push would do the trick. Their long awaited final victory will be violently snatched from their grasp by a reactionary public.

  9. I think the ‘migrant’ crisis has accelerated into real time what was happening very slowly, and could thus be ignored. When our screens are full of aggressive, entitled military age males demanding entry to our countries along with full provisioning or else, even the more ardent liberals are going to crawl back under their rocks and wait for the adults to sort out their mess.

    The leftists who cheered on this process have played their hand too early – had they waited just 10 more years then the numbers of ‘migrants’ already here could have been overwhelming. However, it may now not be too late. We have a few facts on our side.

    1. These ‘migrants’ are utterly, completely and unavoidably dependent on the host population, in the form of the state they fund. Once we turn on the state, stop supporting it, or replace it with something that actually serves the interests of the host population they will be helpless. The more they snarl, the more people will turn on the leftists who claim it is all so wonderful that these people are here.

    2. The migrants are highly concentrated geographically. This will help to limit the damage they can do to the native population and makes it easier to starve them of resources, make their lives generally unpleasant, and remove them.

    3. The invaders are little more than locusts – once they sense the resources they demand are no longer available here, they will move on. They got right across Europe under their own steam, and they can damn well get back again. They are not here for the weather or culture.

    The left will fight with all its power to avoid the unavoidable, claiming that what has happened in just 30 years is ‘irreversible’, but history is full of sudden movements of people who thought they were safely ensconced.

  10. The retreat of the state has been going on for a long time now in the sense many people do not feel a primary loyalty to it.

    John Robb guru on 4GW explains it as

    “A primary loyalty is a connection to a non-state group that is greater than loyalty to a state. These loyalties include those to clan, religion, tribe, neighborhood gang, etc. Look to globalization to accelerate/catalyze this race to the bottom. ”

    From the gangs of South London to Pakistani communities in Oldham these people have primary loyalties that are far more resilient than the state. The UK government has tried in vain with both these communities to assert its dominance via community anti-gang initiatives and mainstreaming Sharia law. Both have failed and will continue to fail.

    As reactionaries, or anyone on the alt-right, we must be building our own networks and establishing primary loyalties that matter and are resilient. Having a primary loyalty to the CoE would be ridiculous, as would it be to the Catholic Church in this day and age (Bismarcks fear of course was the questionable loyalty of Catholics, but that was another time).

    The people who are going to struggle the most will be those who did have the state as their primary loyalty, the middle classes who vote for example. They are incredibly ill prepared for the coming chaos. BUT they will have to pick a loyalty in the time of crisis or they will simply be picked off by stronger groups.

  11. Beware also the fate of the Autodefensas. They did as you said filling in where the state retreats to fight the drug cartels. However the government quickly came back and crushed them in to restore their Authority.
